School House News - July 25, 2005 548 Reads
.
.
Van Wert City Schools News School districts throughout the state are busy preparing for the release of Local Report Cards in August by the Ohio Department of Education.

Here is a little history lesson regarding the Ohio Report Card System. No Child Left Behind was signed by President George W. Bush in January 2002 and is the federal reauthorization of the Elementary and Secondary Education Act of 1965. The intent of the law is to provide all children with a fair and equal opportunity to obtain a high quality education through standards-based education.
Ohio was already making significant education reforms on its own when NCLB was being created. Senate Bill 1, signed in June 2001, put the recommendations of Governor Bob Taft's Commission for Student Success into law. These state recommendations are aligned very closely with the spirit of NCLB and put Ohio in a good position to meet the federal requirements.

In January 2003, at a special recognition event in Washington, D.C., Ohio's
accountability plan received early approval by President Bush and the U.S. Department of Education. Only four other states at that time had their educational accountability plans accepted - Colorado, Indiana, Massachusetts and New York.

In August 2003, the Ohio General Assembly enacted House Bill 3, which brought Ohio into compliance with the federal legislation. Requirements were further defined with the passage of HB 493 in 2004.

The State and Local Report Cards for the 2004-2005 school year will show the progress of districts and schools in up to four ways. The four measures described below are the basis for assigning state designations to districts, buildings and community schools. State designations include: Excellent, Effective, Continuous Improvement, Academic Watch and Academic Emergency

Measure #1 - State Indicators: There are 23 performance indicators that schools and districts can earn by meeting or exceeding the 75 percent proficient or above requirement on:
• 3rd-grade achievement tests: reading, mathematics
• 4th-grade proficiency tests: mathematics, citizenship, science
• 4th-grade achievement tests: reading, writing
• 5th-grade achievement test: reading
• 6th-grade proficiency tests: reading, writing, mathematics, citizenship, science
• 7th-grade achievement test: mathematics
• 8th-grade achievement tests: reading, mathematics
• 10th-grade Ohio Graduation Tests: reading, writing, mathematics, social studies, science

Schools must also meet the 90 percent state requirement in the Graduation Rate and the 93 percent state requirement in the Attendance Rate. Schools and districts that earn more indicators can receive higher designations.

Measure #2 - Performance Index: This measure rewards the achievement of every tested student, not just those who score proficient or higher. Schools and districts earn points based on how well each student does on all tested subjects in grades 3-8 and the OGT. High schools will have a performance index score for the first time on the 2004-2005 report card. All new achievement tests will have five performance levels - Advanced, Accelerated, Proficient, Basic and Limited. A student score at the advanced level earns 1.2 points. An accelerated score earns 1.1 points. A proficient score earns 1.0 point. A basic score earns 0.6 points. A limited score earns 0.3 points. Students who are not tested earn zero points. All the points earned by a school or a school district are averaged and multiplied by 100 to generate a school and district index. Higher designations are given to schools and districts with higher index scores.

Measure #3 - Growth Calculation. The growth calculation rewards Academic Watch and Academic Emergency schools or districts that have made strong improvement. A school or district improving its Performance Index by at least 10 points over two years can move up one designation, but no higher than Continuous Improvement. For this to occur, the school or district's index score had to increase in each of the previous two years, and the most recent
score had to be at least three points higher than the previous year.

Measure #4 - Adequate Yearly Progress (AYP) This measure rewards the achievement of all student groups in a school or district. Federal AYP requirements identify a series of goals that each school and district must reach. AYP goals detail the percentage of students who must score proficient or above in reading and mathematics, the percentage of enrolled students who must participate in reading and mathematics testing, and the percentage who must be in attendance and graduate during the school year. AYP goals for the percentage of proficient and participating students are applied to each school and district, as well as to each of 10 student groups within a school and district. (The ten student groups are: African-American; American Indian/Native Alaskan; Asian/Pacific Islander; Hispanic; Multi-Racial; White; Economically Disadvantage; Limited English Proficient; Students with Disabilities; All Students) AYP graduation and attendance goals are applied to schools and districts, but not each student group. Failure to meet any of the proficient or participation goals, attendance levels and/or graduation targets, results in the school or district missing AYP. A school or district that meets AYP can be designated no lower than Continuous Improvement. An Excellent or Effective district or school that does not meet AYP goals for more than two years in more then one student group can be rated no higher than Continuous Improvement.

As you can see, this process involves a lot of data, and districts throughout the state have been working over the summer months to verify the data as it is reported to the ODE. July 29th is the last day for districts to verify their data. The release of District and Building Report Cards by ODE is slated for August 16th.

UNITED WAY OF VAN WERT COUNTY DAY OF CARING PLANS UNDERWAY 629 Reads
.
.
Miscellaneous “The United Way OF Van Wert County Day of Caring Committee has been meeting since the first of the year” stated Jan Hoblet, this years Day of Caring Chair.
This will be the seventh year for this annual event and even though it’s been done before, and done well, there are still a lot of logistics that need to take place. The date for this year’s food and blood drive is Friday, September 30 and United Way agency projects will be done on Saturday, October 1.

The new Wee Care Learning Center got help early with their project from business partner, Central Insurance. Central employees wanted to get the playground equipment moved so the children could have something to play on this summer. They also worked planting, mulching, and leveling dirt and stone. “When I was called and asked if Central employees could do their Day of Caring project early there was nothing to think about.” stated Hoblet. “These children needed the equipment moved and we had a large group of people willing to volunteer and get it done”. I think one person said it best “when there is a good cause, our employees at Central respond”. Hoblet went on to say that “people just don’t have to volunteer or participate one or two days a year. There are plenty of things and activities our United Way agencies do throughout the year where they could use extra help. All it takes is a phone call to volunteer”.

Anyone interested in volunteering for Day of Caring or if your company or business would like to partner with a United Way agency, please call the United Way office at 419-238-6689.

Board Report - July 2005 838 Reads
.
.
Lincolnview School News The Lincolnview Board of Education met in regular session on July 19th at the Starr Commonwealth Langley School. After the adoption of the agenda and approval of the June 21st and July 5th meeting minutes, Treasurer Troy Bowersock gave a financial report. Mr. Bowersock indicated that the 2005 fiscal year has been closed out and current efforts are being made to prepare for the 2006 fiscal year. The report also summarized the monthly revenue/expenditures for the fiscal year ending June 30th, 2005. Furthermore, the report gave a ten-year summary comparison of the district’s operating fund activity.

The district is intending to go forward with a bond issue to participate in an Ohio School Facilities Commission Building Project pending voter approval. Mr. Bowersock indicated the board will have to pass two resolutions between August 6th and August 24th, 2005 to get the bond issue on the November ballot. Thus, the board will have to determine how many mills to run the bond issue for by this established time period.

The board of education reviewed several items of correspondence at the July meeting. These items included a staff development worksheet, Ohio School Boards Association Safety Insight and Capital Conference Registration as well as a thank you from the Sally Snyder family.

During the recognition of guest portion of the meeting, the board heard a presentation from Gordon Stemen, principal of the Starr Commonwealth Langley School. News Richard C. Moore, formerly of 405 North Main Street in Middle Point has reportedly been moved to the Lincolnway Home in rural Van Wert for ongoing treatment of a medical condition and remains under guard.

Moore has been charged with one count of aggravated murder with a firearm specification in the January 27, 2005 shooting of Jessica N. Moore, 18, of Middle Point.

Moore was arraigned on February 4, 2005 in the shooting which allegedly stemmed from an argument between the elder Moore and his adopted daughter. He pleaded not guilty by reason of insanity, but was found competent to stand trial on May 5, 2005 and a trial date was set for September 19, 2005.

According to published reports and court proceedings, Moore suffers from cancer which spread from the colon to the liver and brain.

The younger Moore was shot twice, once in the chest and once in the head. The elder Moore then surrendered to sheriff's deputies without incident.

If convicted, Mr. Moore faces 20 years to life in prison for the aggravated murder charge plus 3 additional years to be served consecutively for the firearm specification.
